@ChloeJa07839497 @Carrot70 @thekatecole @Only9built You might be forgetting that council tax pays for the up keep of the roads, most people whether cycling or driving pay that. No need to have VED just for cyclists, some cars only pay £10 in VED anyways. While council tax is paid every month. Most cyclists also can drive as well.
