The better a league is the more teams they send.
There is the champions league where the best 2-5 teams per league go.
Then there's the Europa and Conference league which work the same but with slightly worse teams.

@chidawg66 @PandaNoComply One League would simply not work because of how important the Clubs are to the local fans and there wouldn't be enough space for all the big and supported clubs.
Also, many smaller clubs would have no chance of ever winning something.
