The data is incorrect. Right now, only 40% is effectively available for Open Merit (OM). If you apply 10% horizontal reservation, the effective share for OM comes down to around 30% and even that 30% is open to candidates from all categories

The real exclusion is masked by the term “Open Merit.” In J&K, the unreserved population is ~70%, yet its share in JKPSC selections has remained below 25% jn recent years. “Open Merit” also includes reserved candidates who benefit from both spaces.
