ओएनजीसी द्वारा आरएसएस से जुड़े संगठनों को सीएसआर निधि आवंटन पर जवाब देना होगा

ओएनजीसी द्वारा कॉरपोरेट सामाजिक उत्तरदायित्व (सीएसआर) निधि से लगभग 671 करोड़ रुपये आरएसएस से जुड़े 20 संगठनों को आवंटित किए जाने की खबर सार्वजनिक क्षेत्र के उपक्रमों की निष्पक्षता और पारदर्शिता पर गंभीर प्रश्न खड़े करती है। जब किसी सार्वजनिक उपक्रम के सीएसआर बजट का बड़ा हिस्सा किसी विशेष वैचारिक नेटवर्क से जुड़े संगठनों को दिया जाता है, तो इससे सार्वजनिक संसाधनों के निष्पक्ष और तटस्थ उपयोग पर लोगों का विश्वास कमजोर होता है।

सरकार और ओएनजीसी को स्पष्ट करना चाहिए कि इन संगठनों को सीएसआर निधि का लाभार्थी चुनने के लिए किन मानदंडों को अपनाया गया। आरएसएस, जो स्वयं एक पंजीकृत कानूनी संस्था नहीं है, उससे जुड़े संगठनों को इतनी बड़ी मात्रा में सार्वजनिक संसाधन क्यों आवंटित किए गए, जबकि देश में अनेक पात्र संस्थाएँ पारदर्शी और समान अवसर वाली प्रक्रिया की अपेक्षा रखती हैं? संघ परिवार से जुड़े तत्वों के सांप्रदायिक विवादों के लंबे इतिहास को देखते हुए इन आवंटनों की स्वतंत्र जांच कराई जानी चाहिए तथा संपूर्ण विवरण सार्वजनिक किया जाना चाहिए, ताकि यह सुनिश्चित हो सके कि सार्वजनिक क्षेत्र के सीएसआर संसाधनों का उपयोग किसी भी प्रकार के वैचारिक पक्षपात से मुक्त होकर किया जा रहा है।
