The assertion made by Cabinet Minister Sh Kiren Rijuju to PTI news is factually incorrect. It is important to clarify to both PTI and the Indian public that promotions to Additional Director General (ADG) positions for cadre officers were occurring well in advance of 2014 when BJP came to power.

Furthermore, the officers within these services are not "local promotees" as suggested by the minister. These officers are cadre officers of their respective services and are integral to an organized Group A service, similar to the 62 other such services within the central government. Comparing a central organized Group A service to state services is inappropriate, as state services operate under their own state-specific regulations rather than central government rules. As per organised group A services rule position all posts upto SAG level in this case upto IG level has to be filled by promotion within the cadre.Instead of elaborating this fact minister is trivalising the issue .As a senior minister, it is imperative to ensure that accurate information is disseminated to the media and the nation.

I have written to the Honourable PM Thiru Narendra Modi expressing strong opposition to the CAPF Amendment Bill. Instead of addressing long-standing cadre stagnation, it entrenches deputation, sidelines experienced officers, and weakens command structures.

This risks morale, operational efficiency, and even politicisation of forces meant to remain apolitical. Our CAPFs deserve fair career progression, institutional respect, and leadership rooted in ground experience, not systemic exclusion.

This is not reform, it is a slow institutional erosion. I have asked the government for a meaningful consultation with the CAPF officers to ensure a comprehensive legislation.

हमारे जाँबाज़ CAPF Personnel के हक़ में हम ये बात कह रहें हैं।

मैं इन कारणों पर इस विधेयक का विरोध करता हूँ:

1. Deputation का Institutionalisation

वरिष्ठ पदों जैसे IG, ADG तथा विशेष रूप से SDG और DG स्तर पर निश्चित प्रतिनियुक्ति कोटा निर्धारित करके, यह विधेयक deputation/ प्रतिनियुक्ति को स्थायी बना देता है। इससे CAPF कैडर अधिकारियों के लिए नेतृत्व के अवसर सीमित होते हैं और एक असमान service structure को मजबूती मिलती है।

2. करियर प्रगति और मनोबल पर उलटा प्रभाव

यह कठोर deputation framework, प्रमोशन के अवसरों को सीमित करता है और CAPF अधिकारियों के करियर में stagnation को बढ़ावा देता है, जिससे उन armed forces के मनोबल पर नकारात्मक प्रभाव पड़ सकता है जो देश में आंतरिक सुरक्षा बनाए रखने में महत्वपूर्ण भूमिका निभाते हैं।

3. Consultation और representation का अभाव

यह विधेयक CAPF के लोगों से पर्याप्त consultation के बिना तैयार किया गया है और न ही उन्हें policy-making या cadre management में सार्थक भूमिका प्रदान करता है, जबकि इसके प्रावधानों से वे सीधे प्रभावित होते हैं।

4.Spirit of Judicial Directions की भावना का उल्लंघन

यह विधेयक Sanjay Prakash vs Union of India में Supreme Court of India द्वारा दिए गए निर्देशों के विपरीत है, जिसमें CAPF अधिकारियों को Organised Group A Services के रूप में मान्यता दी गई थी और deputation को कम करने का निर्देश दिया गया था। इन निर्देशों को लागू करने के बजाय, यह विधेयक Supreme Court के निर्देशों को प्रभावी रूप से कमजोर करता है।

But if you truly believe in fairness, then make #deputation a two-way reality, not a one-sided privilege.

And equally—let #IPSofficers come into #CAPFs not just at the top, but start from the ground as well.

#CAPFs are very liberal and are even ready to open 50% of AC/DC/2IC/CO level positions for this—

Comparison between CAPF & Armed Forces is outrageous, the real issue is of parachuting of IPS into CAPF commands.
CAPF officers don't compete with IPS hacks; they grind it out in far more brutal atmosphere than IPS.

Government has brought a bill CAPF general administration in parliament saying that it want to bring reforms for CAPF through this bill. In my view point is fair except the first and the last one. Reasons:

1. For the first point of NFFU for the CAPF, if it’s been earned through the legal process, its circumvention by legislation to keep them pinned down viz a viz the other OGAS is brute power display by Govt. Today it’s happening to them, tomorrow it will happen to us.
2. If amongst equals only some are elevated it’s by default a lowering of the rest.
3. For the last point, I do agree that there must be jointness and integration amongst all services but in that case why should only IPS man the top jobs of CAPF ? There should then be a reciprocal arrangement for the CAPF to man the top jobs of the IPS #CAPFBill_रद्द_करो @ITBP_official @crpfindia @BSF_India @CISFHQrs

@braddy_Codie05 There is a constant psyche at work wherein the attempt is to keep the uniform subservient to civil dress. The IPS parachuting into CAPF higher ranks would do better to stop the Civil IAS from bossing their higher ranks.
