Its not by coincidence that both Moi Airbase in Eastleigh and Jomo Kenyatta International Airport (JKIA) use the RUNWAY NUMBERS 06/24 (RWY O6/24).
It's because both runways have nearly the SAME MAGNETIC ORIENTATION. These runway numbers reflect the runway's MAGNETIC HEADING but not the IDENTITY OF THE AIRPORT ITSELF.
You'll also notice that WILSON AIRPORT has different runway numbers coz its runways are oriented in different directions and intersect ❌ each other as a result of different magnetic headings.

The whole process of numbering RWYs begins with airport engineering design from an AIRPORT ENGINEER where the runway alignment is selected based on several factors like prevailing winds, terrain, obstacles, airspace requirements.....
The runway is then constructed along that planned alignment and after construction, LICENSED LAND SURVEYORS accurately determine the runway's alignment and magnetic heading.
