According to Gabbard, the labs were located in Lviv, Ternopil, Vinnytsia, Kharkiv, Dnipro, Luhansk, Donetsk, Kherson, Odessa, Zaporizhia, Chernihiv, Kyiv, Zakarpattia, and Crimea.
