The European Commission's report on the implementation of the GSP for the 2023–2025 period highlights a high and increasing number of enforced disappearances, particularly in Balochistan and Khyber Pakhtunkhwa, as well as cases of extrajudicial killings.

The report states that the Commission of Inquiry on Enforced Disappearances has been ineffective in determining the whereabouts of missing persons or ensuring accountability for those responsible.

It further notes that no prosecutions for enforced disappearances have taken place to date.

Although the Commission has closed more than 9,000 cases, it has not found evidence implicating state agents in any of them.
