Another day, another ANC brain explosion disguised as legislation. Ladies and gentlemen, welcome to the Business Licensing Bill 2025, the single most destructive, idiotic, corrupt-enabling piece of paper the ruling party has vomited onto the Government Gazette since the Expropriation Bill.
This is not a bill. This is economic euthanasia with extra paperwork.
Picture this: South Africa, 33% official unemployment, 45% if you count the people who’ve given up looking. Youth unemployment at 60%. An economy growing slower than a stoned tortoise. And the ANC’s big idea to fix it? Force every single business in the country (from Woolworths to the lady selling vetkoek outside the taxi rank) to apply for a brand-new municipal licence just to be allowed to breathe.
Yes, you read that right. Every spaza, every hair braider, every Uber driver, every Etsy store, every backyard panel beater, every work-from-home graphic designer now has to register on a national database, pay fees, submit mountains of documents, and then wait while the same municipality that can’t collect rubbish or read a water meter decides whether you’re worthy of trading.
If they don’t like your face, your race, your political connections, or if the ANC councillor’s cousin just opened a competing business, tough luck, comrade. Application denied. Business dead.
And just to make it extra spicy, they’ve created a brand-new army of clipboard-wielding “Business Inspectors” with more power than a traffic cop on month-end. These heroes can rock up any time, demand your licence, and if you don’t have it (or if they’re just having a bad day), they can fine you R100,000 on the spot, confiscate your stock, and padlock your doors. No magistrate, no appeal, no mercy. Just instant financial execution.
Imagine the bribery opportunities. It’s like the ANC sat down and asked, “How can we make metro police look honest by comparison?”
Oh, and because nothing says “pro-poor” like crushing the informal sector, this genius law specifically targets the two million street traders and survivalist businesses. You know, the people who actually feed their kids when SASSA grants run out. They now need formal municipal permission to sell apples on the corner. Good luck getting that permission in a township where the councillor only visits during election year with KFC vouchers.
They even snuck in a cute little clause allowing licences to be allocated according to “demographic representativity”. Translation: if you’re Indian, coloured, or white and you’re in a township, better start polishing your ANC membership card or kiss that renewal goodbye.
This is what happens when a liberation movement runs out of ideas and defaults to its factory setting: control everything, tax everything, own everything, punish anyone who succeeds without permission.
The GNU was supposed to be the grown-up in the room. Instead, the ANC just used its majority to ram through another wet dream of Soviet-style central planning while the DA issues strongly worded press statements from the cheap seats.
Let me fix that for you: the DA is in the GNU too, remember? They’re literally sitting in Cabinet while this trash fire burns.
Small businesses create seven out of every ten new jobs in this country. This bill is a deliberate middle finger to every entrepreneur, every hustler, every mom who started baking cakes during lockdown to keep the lights on.
It will kill jobs by the hundreds of thousands. It will explode corruption. It will drive what’s left of the formal economy into the arms of Mauritius and Portugal. And it will turn every municipality into a toll booth manned by comrades with fake qualifications and real guns.
This is not governance by people who have never in their lives signed the front of a payslip.
