Interesting that, in an effort to pry European nations and others from the US space program, China has apparently been offering free seats to the Tiangong space station. This also complicates commercial space station developments.
Yes, but I don't think we should make sorting that out a "gate" to people selecting the Artemis Accords, over the Chinese alternative.
We should gather all of the countries we can into the Artemis Accords, and then sort out that inconsistency. But the last thing we want to do is to take any action that might drive them to China, vs us.

Interesting thought. I think you're right.
The Moon Treaty and the Artemis Accords are fundamentally incompatible.
It might be better not to push this until the sorting out is closer to being done, however. It's too early to be discouraging people from joining the right team...

What if, as I suspect, launch services are a natural monopoly?
If so, that means private competition is not a viable model for providing back-up capability.
An alternative to SpaceX will need to be subsidized forever. It's much easier to do that badly than it is to do it well, but that's what needs to be done.
