"Scotland" wasn't active at all because it was dissolved as a State in 1707 and was ruled directly by Westminster. It effectively no longer existed. Scotland had no Parliament, made no choices, and couldn't even direct its own affairs nevermind be "active" in the Empire.
What you mean is some Scots - *as British subjects* - participated in England's pre-existing and ongoing Imperial project, and you're deceptively trying to ascribe that participation of some individuals to a nonexistent State and to an entire subject nation.
This deception is how the English state projects its guilt and suppresses Scotland's story as England's colony.

Don’t be fooled. Nicola Sturgeon (wife) is not being held responsible for her husband’s crimes. As leader of the party she is being called to account for her deliberate frustration of the legitimate scrutiny which might have revealed those crimes. The distinction is 💯 clear.
