@ShabazzStuart And It absolutely was a victim shaming maneuver. Graffiti is the store owners fault. They made the graffiti vandal do it by dangling an irresistible blank canvas in the form of a gate. Purpose is to protect expensive windows from vandalism and burglaries. NYC said so sad, too bad
