Manga and Anime are just Japanese terms for a Comic or a Cartoon, meaning it’s inherently Japanese.
Jazz and Hip Hop are just styles of music, there’s no stipulation about race.

@KosmicKor Jazz and Hip Hop aren’t a EXCLUSIVELY black American art form, they were started by those groups, but they can be performed by anyone with the right instruments and skill.
Similarly ANYONE can produce a comic or cartoon, but anime and manga ARE Japanese in origin.

In that same sense animation or art isn’t owned by anyone either, Anyone can write a comic or produce a cartoon. That being said, Anime and Manga are inherently JAPANESE forms of that medium.
