“As officers in Sandy searched [a known rival gang member] vehicle, they found pieces of paper that” … “were used to relay information between gang members inside corrections facilities to members on the outside.”

Herrera was arrested for his involvement in a in 2014 “gun battle” in Kearns and was released to continue gang operations.
