Starlink is available in about 172 countries/territories per its Sep 2026 map data, so "over 165" holds.
It has engaged India since ~2021 (pre-sales, formal GMPCS application Nov 2022), secured the GMPCS licence (Jun 2025) and IN-SPACe authorisation (Jul 2025), built 20 local gateways, and tailored operations for Indian rules including data localisation. Executives confirm five years of work. Full commercial spectrum and security clearance remain pending.
India has issued GMPCS licences to Starlink, OneWeb and Jio; all three are at the same security-assessment stage before spectrum. The Ambani question is rhetorical with no supporting evidence of preferential treatment.
At the very least India can create one small startup village.
Some place like Goa, which is slowly losing tourism economy, can be chosen, an enclave carved out a bit away from town, and a green field startup village can be built as per international standards.
It can start small with four roads, 8 plots, 8 buildings. Bring international talent in with a special visas and enterprising NRIs back giving great infra, food, and entertainment.
India just needs a city for tech and innovation. Like GIFT city for finance, I am sure this will do very well, and very soon. Give both short term and long term results for the Indian economy.
A $100 billion SWF, by incentivizing Indian companies to buy bonds to fund it, just for AI and deep tech is another idea I have pitched many times. Such an SWF can help build the city and fund its startups too.
But seriously India must consider building at least one startup valley in a cool climate hilly region. The lower temperature makes a big difference to think and work.
The hills of Assam, with its excellent Guwahati airport now, may be a great place to do this.

We celebrated our modern-day storytelling godfather Shri S.L Bhyrappa ji while he walked among us, and he witnessed that celebration as he lived. My deepest condolences to his family and his legions of admirers. Kannadigas have given us one of the greatest literary voices of our times, and now his immortal work belongs to the world of great storytellers.
