BREAKING: Andy Burnham says he is going to "rip the plaster off" to fix broken social care system.
New system will be universal, free at the point of use, and funded by everybody, he says, and Labour will fight next general election on delivering it.
PM says annual cost is "not as high" as the £18bn a year that has been suggested - and that he will take his time to work out how it will be paid for.
"The challenge in public finances is real so it has to be done carefully to avoid putting pressure on the public purse," he tells @bbclaurak
A big moment this morning
- PM doesn’t just say he wants to fix social care
- says free like the NHS, paid for by everyone
- and vows to put it on the ballot at the next election
Bound to restart chatter about whether if it’s urgent … can he really wait till 2029

Whoever becomes #Chancellor and @andyburnham need to dust off our #Carenomics report which sets out why Investing in fixing #social#care pays huge economic and social dividends.
@andyburnham Music to our ears! Andy was one of the early leaders and former Co Chair’s along with @cmcanea to forge a cross party and cross sector coalition to build consensus on tackling social care where successive governments have failed.
@ofjmx The National Care Service idea and Fair Pay Agreement are framed in the Fabian Society’s report. It was/is widely supported by Labour and welcomed. Andy B will do something and is a very different brand of politician. Andrew Neil is the epitome of appalling.
Oh my goodness, it was SO hard to say goodbye to everyone at the GMCA. 🥹
Thank you all for everything. I have loved working with you and will miss you so much. 🙏🏻
You couldn’t have given me a better leaving present! 🙌🏻
