Biden is saying he'll choose the budget because he believes the debt ceiling is unconstitutional due to the 14th amendment. Budget gives him the right to borrow.

I knew it was from a year ago because the option purchase was reported around the time NVDA was rumored to be buying ARM. My friend and I were debating whether we should buy since we thought it meant the merger would go through.
