【核抑止からAI抑止へ】
私はここ数年、毎年8月に広島で開かれる核軍縮に関するシンポジウムに参加するたびに、「核軍縮は可能だ」と主張してきた。それは単なる平和主義に基づく理想論ではなく、AIが高度に進化し、あらゆる管理システムへの迅速な侵入が可能になると、核を保有するコストとリスクが保有国にとっても甚大になるため、核弾頭数を互いに減らす合理性が出てくるという理屈だ。そんな理想論はあり得ないとも言われたが、今年に入ってClaude Mythosの登場や、今後同等の能力を持ったAIの登場で現実味を帯びてきたと考えている。しかし、これは決して薔薇色の未来ではなく、「核抑止」が「AI抑止」に置き換わることを意味する。そうであれば、国家が核弾頭を保有するように、一定の能力を持つAIを国家が適正に管理する必要が出てきた。戦後80年、国連の常任理事国に拒否権と核保有という二つの特権を与えて秩序を維持してきた。この核に代わりうる「力」が「AI」になる可能性が現実味を帯びてきた。Claude Mythosはこれまでのサイバーセキュリティの概念を根本的に変えようとしているが、それは金融システムのみならず、戦後の安全保障体制を根本から変えるインパクトと潜在力を秘めている。自民党でも今週から議論が始まったようだが、我が党としても対応策を早急に取りまとめたい。一つの争点は「AIの国有化」だ。なぜなら、国家権力発揮の主要な手段が、「物理的な破壊」から「システムの脆弱性への攻撃」へと移行しているからだ。それは、核物質と同様、「コード」を厳格に管理しなくてはならない時代の到来を意味する。
From Nuclear Deterrence to AI Deterrence
Every year for the past several years, while attending the annual symposium on nuclear disarmament held in Hiroshima every August, I have consistently maintained that "nuclear disarmament is possible." This is not merely an idealistic argument rooted in pacifism. Rather, it is based on the logic that as AI becomes highly advanced and capable of rapidly infiltrating any management system, the costs and risks of maintaining nuclear weapons will become so immense for nuclear-armed states that it will become rational for them to mutually reduce their warhead counts.
While some have dismissed this as an impossible pipe dream, I believe it has gained significant realism this year with the emergence of Claude Mythos and the anticipated arrival of other AIs with equivalent capabilities. However, this is by no means a rosy future; it signifies that "nuclear deterrence" is being replaced by "AI deterrence."
If this is the case, it creates a necessity for states to properly manage AI of a certain capability level, just as they currently manage nuclear warheads. For 80 years since the end of World War II, global order has been maintained by granting the permanent members of the UN Security Council two privileges: the veto and nuclear possession. The possibility that "AI" will become the "power" that replaces nuclear weapons is now becoming a reality.
Claude Mythos is poised to fundamentally redefine the concept of cybersecurity. It possesses the potential and impact to overhaul not only financial systems but the very foundations of the post-war security regime. Discussions appear to have begun within the Liberal Democratic Party (LDP) this week, and our party, the Democratic Party for the People (DPP)must also move quickly to compile our countermeasures.
One major point of contention is the "nationalization of AI." This is because the primary lever of state power is shifting from "physical destruction" to "exploitation of systemic vulnerabilities." It signifies the arrival of an era where "code" must be as strictly regulated as nuclear material.
