"Just just to illustrate magnitudes here, if Quebec's power prices were 2 cents a kilowatt higher, and they would still maintain the lowest power prices $0.02 a kilowatt higher, and we didn't fix the size of the equalization program as we do now, then Quebec's equalization payment would fall by about $4.2 billion this year."

Also Quebec is blessed with resources like natural gas that they deliberately choose to leave in the ground because they voted for climate zealots. If they developed that LNG, they could ship it abroad and not need equalization payments
