Did you know that despite his popularity in the Democratic Party, Zohran Mamdani can never run for President of the United States? Neither could the legendary Henry Kissinger, one of the most influential figures in American foreign policy.
The reason is simple: neither was a natural-born citizen of the United States.
In other words, countries place restrictions on who can occupy certain high offices, not because they dislike immigrants or dual nationals, but because they consider those offices uniquely tied to questions of sovereignty, allegiance, and national security.
Most arguments being advanced in defence of Prof. Muganga's nomination miss this critical point, albeit deliberately, and choose to ride the tribal horse. They know (or ought to know) very well that this is not merely a political debate. It is a legal question, and one grounded in constitutional principles that Uganda deliberately adopted after extensive national reflection. (Read CA debates).
Indeed, Uganda’s constitution provides for dual citizenship (but have you wondered why it took almost 20 years to realise it?). Article 15 permits Ugandans to retain citizenship of another country. However, Article 15(7) specifically empowers Parliament to prescribe offices that can’t be held by dual citizens. Parliament subsequently did exactly that, listing among the restricted offices the President, Vice President, Prime Minister, and Cabinet Ministers.
Certain positions at the apex of state power require undivided legal allegiance to the country. This is not unique to Uganda. Many countries impose restrictions in one form or another. Imagine having a minister who swore an oath of allegiance to a different/another country. What happens when the time to stand by that oath comes?
Those attempting to turn this into a tribal contest are avoiding the real issue. The question before us is not whether Prof. Muganga is accomplished, intelligent, or capable. It is whether he met the constitutional and statutory requirements for appointment to the office for which he had been nominated.
And lastly, what NUP is saying to Prof Muganga and others who were illegally passed today is that it’s not enough to write a letter stating that you renounce a certain country’s citizenship, the process has to be complete, there has to be evidence of acknowledgment or grant of renunciation from that country, the same way you don’t write a letter asking for citizenship and automatically become a citizen of country, there has to be evidence that you have been granted that citizenship.

RE: SPEAKERSHIP RACE
I wish to draw the attention of the public to the matters regarding the Speakership race.
After wide consultations and deep introspection, and to maintain harmony and clarity in my beloved party, the @NRMOnline, I wish to categorically and unequivocally state that I will not be offering myself for the Speakership race of the 12th Parliament.
I am greatly indebted to H.E @KagutaMuseveni, my party, the @NRMOnline, and members of the 11th Parliament for giving me the opportunity to serve as Deputy Speaker and Speaker.
I am equally indebted to my family and friends for the solidarity and support they have extended to me over the last five years.
I pledge my total support to the candidates who will be endorsed by the President and the Party, and Implore all colleague MPs of the 12th Parliament to do the same.
I shall remain available to the service of my country as the party and the President may assign me.
In the meantime, I pledge to continue cooperating with all ongoing investigations as initiated by the relevant organs of the state to get to the root of all the allegations raised.

Of recent, I have noticed a lot of orwaari (noise, kelele), regarding the Sovereignty Bill. Which Sovereignty Bill is the rwaari about? The one I initiated in the Cabinet or another one? The Bill will stop FDIs (Foreign Direct Investments), support for religious bodies from abroad, Remittances from Ugandans working abroad, etc., etc. Really!! That is not the Bill I initiated.
Below is clarification on what I initiated.
Listening to Governor Bank of Uganda talk about the dangers of the proposed SOVEREIGNTY BILL to the economy, IDI AMIN to came to mind! Story is told when Uganda was faced with acute shortage of FOREIGN EXCHANGE, and every time Amin was told they couldn't buy this, or that, because of Foreign Exchange. Amin got so pissed off and told Maliyamungu to go and "ARREST THIS FOREIGN EXCHANGE AND HAVE HIM SHOT IMMEDIATELY"! These Africans think SOVEREIGNITY IS BUILT ON LEGAL DOCUMENTS AND POLITICAL STATEMENTS! Reason African Countries easily COLLAPSE! TRUE INDEPENDENCE/SOVEREIGNTY, is grounded in ECONOMIC AUTONOMY AND FISCAL HEALTH of a Country. Once a Country depends on FOREIGN CAPITAL, it necessarily loses SOVEREIGNTY! SOVEREIGNTY is anchored on capacity to produce and sustain an INDEPENDENT ECONOMY, not PARLIAMENTARY KWALA-KWALA! Seems we haven't learned from mistakes of the past when Kwame Nkrumah declared:"SEEK YE FIRST THE POLITCAL KINGDOM..."; doesn't work that way. It is SEEK YE FIRST THE ECONOMIC KINGDOM, AND ALL ELSE SHALL BE ADDED UNTO YOU"! Use this political independence to build ECONOMIC SOVEREIGNTY; everything then will fall into place.
