New Research Alert: The “23–6 Paradox” in Rwandan Agriculture
Did you know #Agriculture contributes ~23% of #Rwanda’s #GDP but receives only ~6% of bank credit? This mismatch threatens food security, livelihoods, and #Economic growth
Our latest research highlights:
✅ Agriculture employs 62% of the workforce and supports 2.2M households
✅ Small, fragmented farms limit productivity & access to finance
✅ Farmers rely heavily on informal lending (tontines, friends/family)
✅ Banks remain cautious due to risk, seasonality & lack of collateral
Solutions?
✅Shift to cash-flow-based lending & value chain finance
✅Build insurance, digital tools, and banking expertise
✅Empower farmer cooperatives, tech adoption, and financial literacy
RBA’s research urges: “Lend smarter, not just more.” Fixing the 23–6 paradox is key to inclusive growth, rural income transformation, and national prosperity.

Speaking at today’s knowledge sharing event on AI in Banking, Minister @MusoniPaula highlighted Rwanda’s progress in transforming financial services through artificial intelligence. She emphasised that with the right investments, the country can expand access to credit, unlock new financial opportunities, and leverage AI to reach more Rwandans. Collaboration and shared AI infrastructure will be key to scaling these innovations securely and effectively.
“Rwanda’s most important AI opportunity is not efficiency. It is inclusion at scale, designing AI-powered, cybersecurity-hardened financial services that reach every Rwandan and can serve as a proof of concept for the world.”
At the AI in Banking event organized by @RwandaBankers (RBA) with support from @Digitaljewels , RBA CEO @TNtore reflected on the evolving role of AI in Rwanda’s financial sector. He highlighted how innovation is helping the industry move faster, offer more personalized services, and strengthen resilience in an increasingly digital world.
He also emphasised the value of solutions that reflect local needs and the importance of nurturing talent, noting that progress and security go hand in hand as the sector charts its next steps.
Hon. @MusoniPaula on the power of collaboration in the AI era:
“In the AI era, institutions that collaborate will outcompete those that work in isolation. Shared threat intelligence raises the security floor for the entire sector. Cybercriminals operate as a network; we must respond as one. “

Delivering the keynote, Hon. @MusoniPaula, Minister of ICT and Innovation (@RwandaICT), highlighted Rwanda’s strong progress and future ambition:
“Our progress is real: 96% financial inclusion, 57% mobile payment growth in a single year, a GCI cybersecurity score of 98 globally in 2024.
But progress is not a destination. AI is now the lever that determines who leads in financial services; and Rwanda has an opportunity, by design, to be among those leaders.”
In his opening remarks, @TNtore, the CEO of Rwanda Bankers' Association underscored the pace and impact of digital transformation:
“Digital adoption is accelerating, mobile banking transactions continue to reach new heights, and customer expectations are evolving every day.
At the center of this transformation is AI, enabling faster decisions, more personalized services, and real-time fraud detection while, at the same time, cyber threats grow more sophisticated and frequent.”
Exploring the future of finance in a digital age.
