Issuance is to all token holders who click a stake button. Especially on solana since the epoch is 48 hours and stake is transferable.
The actual cost is the taxes, which vary between jurisdictions. They arenβt uniform and the larger the fund the more resources they have to setup a favorable tax structure. So by power law the cost of the tax is a fraction, but likely hurts smaller stakers the most.
All in all itβs marginal impact compared to on chain revenue and pmf. If you have a ton of that, nobody cares about anything else.
