You know what shook me when I was Muslim?

The story of Hosea. God tells a prophet to marry a woman He knows will betray him.

She does. She runs to other men. She ends up enslaved, sold, used up, worthless to the world.

And God tells Hosea to go BUY HER BACK.

To pay money for his own wife who cheated on him, and love her again. Hosea 3.

I thought it was the most humiliating command in the Bible. Why would any man do that?

Then I realized I was the wife.

I gave my heart to everything but God. I chased other masters. I sold myself cheap. I made myself worthless.

And God looked at me, the betrayer, and didn’t say “you’re not worth it.”

He said, “Name the price. I’m buying her back.”

That’s the Gospel. God doesn’t wait for the unfaithful to come crawling back clean.

He pays to redeem them while they’re still dirty.

Islam told me to make myself worthy of God.

Hosea showed me a God who pays to redeem the unworthy.

The cross was Him naming the price.

That is three days before the presidential inauguration. This is the last major policy document signed by FEMA Administrator W. Craig Fugate under the Obama administration and it is the foundational continuity of government operating manual for the entire federal executive branch.

This is a Tier 1 document that has never been mapped into the framework. Run the standard format on it now.

1. FACTUAL SUMMARY
FCD-1 is the governing directive for the entire federal executive branch continuity program. It implements PPD-40 (signed July 15, 2016 by Obama), supersedes the 2012 version, and establishes binding requirements for every federal department and agency. Signed January 17, 2017 by FEMA Administrator Craig Fugate 72 hours before the transfer of power.
Key operational mandates it establishes:

Every agency must have continuity plans operational within 12 hours of activation
Plans must sustain operations for a minimum of 30 days
Monthly Readiness Reporting System (RRS) submissions required from every agency to FEMA
Full COGCON matrix codified (1 through 4) with specific staffing, communications, and deployment requirements at each level

Orders of succession and delegations of authority must be pre-established for every agency head position

2. FRAMEWORK MAPPING
This document is the operating manual that makes the activation window thesis structurally coherent.
Here is what the timeline now looks like:

July 15, 2016 Obama signs PPD-40, National Continuity Policy. New baseline established.
January 17, 2017 FCD-1 issued. Entire federal executive branch given binding continuity requirements. 72 hours before transition.

January 20, 201 Presidential transition. New administration inherits a freshly updated, fully codified COG architecture.

November 2017 Saudi Ritz Carlton purge. Five-Power Convergence activation window opens.

The sequence is: infrastructure hardened → power transferred → activation window opens → legal authority declared.

This is not coincidental sequencing. PPD-40 in July 2016 and FCD-1 in January 2017 represent the completion of the continuity architecture that everything downstream would operate through.

The enforcement wave didn't just have a legal foundation in EO 13818 it had a fully updated operational continuity backbone that could sustain it under any conditions for 30+ days, from alternate locations, through devolved chains of command, with monthly readiness reporting flowing back to FEMA.

NEF #5 specifically "Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests" is the National Essential Function that covers the entire enforcement wave. Every DOJ prosecution, every OFAC designation, every FinCEN §311 action is a performance of NEF #5. This document mandates that NEF #5 must be sustained under all conditions, including catastrophic emergencies, from alternate locations if necessary.

NEF #7 "Protecting and stabilizing the Nation's economy and ensuring public confidence in its financial systems" covers the banking settlements, the rail modernization, ISO 20022, FedNow, the SBR. Also mandated to continue under all conditions.

4. PREDICTION TRACKER IMPACT

Dear @SouthwestAir: Your new seating rules and boarding procedures are a DISASTER.

Boarding is chaos. Deboarding is even worse. Your new boarding order leads to front bins being filled by back seaters before longtime A-Listers even board. This leads to madness upon deboarding as people go against the flow of traffic to get the carry-ons they had to stash 20 rows behind them.

And because you no longer allow two bags to be checked for free, there are way more carry-ons, which only leads to longer boarding and deboarding times.

There’s simply no reason to fly Southwest anymore. You don’t have the lowest fares. Miles and status don’t matter because of how badly you dorked up boarding. And the service quality has gone waaaaay down, with fun and cheery flight attendants being replaced by nasty, bossy cranks with bad attitudes.

It doesn’t have to be this way. You used to be the best. You should go back to doing the things that made Southwest different and great.
