Correctional Services Principal Secretary Dr. @salomebeacco has underscored the government’s commitment to institute requisite policy, legal and institutional reforms meant to transform the country’s correctional system.
Speaking in Naivasha during the close of the second workshop of the Technical Committee on the development of the legal and policy framework for correctional services, the PS said administration, legal and Policy framework support is the first among the eight key priority areas in her reform agenda.
She said the State department for Correctional Services remains critical in the envisaged reforms in line with its mandate which includes containment and safe custody of Inmates, Supervision, Rehabilitation, reformation and reintegration of offenders.
“There is a need to be people centric for both the implementers and consumers with a focus on desired outputs and service delivery.” Observed the PS.
Commissioner General of Prisons Brigadier(Rtd) John Warioba termed the document under development as progressive expressing confidence that it will address some of the emerging and existing legal and policy gaps.
According to the PS, facilitation of the administration of justice, treatment of young offenders in Correctional Institutions and Youth Corrective Training Centers, Provision of facilities for children aged four years and below accompanying their mothers in Prison as well as the generation and provision of information to courts and penal institutions are part of the reforms undertaken by the department.
This even as she lauded the International Development Law Organisation (IDLO) for positive collaboration with the State Department saying such partnerships will strengthen the development and implementation of good practices in correctional service.
The launch of the Correctional Policy and the Correctional Bill is scheduled for next month before the documents are subjected to stakeholders’ engagement.
