Yes, Judges can block. But then the case can be made to have that overturned. It is a judges prerogative to take decisive action when a potential violation of constitution or other statute occurs. Then the action can be justified.

@Sadie_NC Judges are in place to do exactly this. Their decisions aren't necessarily final, but they pause a potentially unconstitutional action until valid, constitution-abiding reasoning can be provided. Checks and balances.
