Resolution for Election Consolidation in Texas
WHEREAS, the State of Texas currently holds elections on multiple dates throughout the year, leading to voter fatigue, confusion, and chronically low turnout in many important races; and
WHEREAS, gubernatorial and lieutenant gubernatorial elections occur every four years in even-numbered years with primaries in March and generals in November; other statewide and district offices are elected every two years in even-numbered years; constitutional amendments are typically placed on the ballot in November of odd-numbered years; and many local elections—including city council, school board, and bond propositions—occur in May with extremely low voter participation; and
WHEREAS, low-turnout elections (often in the single digits for May and odd-year November races) allow narrow special interests to exert disproportionate influence, reduce accountability, and undermine the principle of broad-based republican government; and
WHEREAS, consolidating elections onto fewer dates, particularly the high-turnout November general election in even-numbered years, would create longer ballots that better inform voters, increase overall participation, reduce administrative costs for counties and local governments, and strengthen democratic legitimacy; and
WHEREAS, evidence from election data shows significantly higher turnout in even-year November elections compared to May or odd-year contests, and similar consolidation efforts in other states have demonstrated improved voter engagement and cost savings; and
WHEREAS, the Texas Republican Party has long championed election integrity, voter participation where it strengthens conservative principles, and efficient government operations;
THEREFORE, BE IT RESOLVED that the Texas Republican Party supports legislation and constitutional amendments as necessary to consolidate Texas elections as follows:
1Move all general elections for statewide offices, legislative offices, district offices, and county offices to the November general election in even-numbered years, aligning with the existing schedule for Governor, Lieutenant Governor, and other major offices.
2Shift municipal, school board, and other local elections (including city council and bond measures) to the November uniform election date in even-numbered years, with appropriate adjustments to terms of office to accommodate the change (using holdover provisions where constitutionally permissible, as allowed under current law for date changes).
3Require constitutional amendments to appear on the ballot only in November of even-numbered years, except in cases of genuine emergency as determined by the Legislature.
4Maintain the primary election schedule (first Tuesday in March in even years) for partisan offices, with any necessary adjustments to ensure compatibility with the consolidated general election date.
5Authorize and encourage counties and political subdivisions to conduct joint elections where feasible to maximize efficiency and minimize taxpayer costs.
BE IT FURTHER RESOLVED that the Texas Republican Party urges the Texas Legislature to pass enabling legislation in the next session to implement these changes, including any necessary adjustments to the Texas Election Code (particularly Chapter 41) and targeted constitutional amendments where required. The Party further calls upon the Governor, Lieutenant Governor, and legislative leaders to prioritize this reform as a matter of good governance, increased voter turnout, and fiscal responsibility.
BE IT FINALLY RESOLVED that a copy of this resolution be transmitted to the Texas Governor, Lieutenant Governor, Speaker of the House, all members of the Texas Legislature, and the Republican members of the State Affairs and Elections committees.
