AIPAC and aligned groups are actively forcing inclusion of the U.S.–Israel Defense Technology Cooperation Initiative (Section 219 House / 1217 Senate) into the National Defense Authorization Act. Key details:
• Creates a dedicated DoD executive agent to accelerate joint R&D, co-production, and insertion of Israeli-origin technologies into U.S. programs of record
• Priority domains: AI/quantum/autonomous systems, missile & air defense, counter-UAS, directed energy, cyber, biotechnology, and defense manufacturing
• Explicit goal: shift from visible annual military aid to embedded industrial pathways that are much harder for Congress to unwind
• AIPAC endorsed the underlying FUTURES Act in February 2026, lobbied Pentagon + Congress, and disclosed >$1.65 million in spending on these bills in H1 2026
• House Armed Services leadership blocked bipartisan attempts (Reps. Massie & Khanna) to strip the section; House passed H.R. 8800 with it intact

DIR - IRGC to Withstand President Trump’s Military Escalation - Post 2/2
Four escalation options remain on the table. None is assessed to produce rapid Iranian capitulation.
Expanded stand-off air campaign (highest readiness): Intensify strikes on coastal radars, anti-ship batteries, energy infrastructure, selected bridges/power plants, and the hardened Pickaxe Mountain complex (assessed >80–100 m deep). Lowest near-term U.S. casualty risk, but accelerates munitions burn and invites further Iranian retaliation against shipping and bases.
Limited ground or SOF actions: Seizure of Kharg Island or contested Strait islands, or special-operations insertion against deeply buried nuclear-related sites. More decisive physical effects and signaling, yet higher risk of U.S. casualties and Iranian domestic mobilization. Trump has referenced “other people” potentially conducting ground elements.
Economic/naval intensification or managed attrition: Reinforce the naval blockade and secondary pressure, or accept a lower-intensity contest while seeking a revised diplomatic understanding. Politically less costly near-term, but leaves free-navigation objectives unmet and risks a perception of strategic stalemate.
The IRGC’s most probable response across the set: continued asymmetric strikes on U.S. and partner bases, shipping harassment, and selective proxy activation — calibrated to impose cumulative costs while avoiding actions that would justify a full U.S. ground campaign.

IRGC to Withstand President Trump’s Military Escalation
Following recent Iranian moves, the White House is weighing a series of options — primarily expanded airstrikes — but constrained by munitions stockpiles, force-protection needs, and the IRGC’s proven high pain tolerance.
After a 13-night U.S. air campaign and subsequent pause, our core judgment remains: the IRGC and post-Khamenei leadership will not cave. Regime survival plus continued leverage over the Strait of Hormuz is their definition of success.
Further kinetic pressure is far more likely to produce calibrated asymmetric retaliation than strategic capitulation. The June MOU collapsed in early July over Iranian demands to regulate and monetize Hormuz traffic.
Reciprocal strikes followed. By 25–28 July the pause was ordered after Gen. Dan Caine and advisors flagged rapid depletion of Patriot interceptors required to defend U.S. and partner forces.
Trump has publicly floated a “massive attack,” Pickaxe Mountain, energy/infrastructure targets, and limited ground options while still keeping diplomacy open.
Baseline IRGC posture: calibrated asymmetric strikes, continued shipping interdiction, and protracted attrition. A ceasefire will likely be agreed — but it will not lead to a peace deal.

Iran’s own satellites and Chinese commercial systems (e.g. TEE-01B) are limited. Russian military optical and SAR assets — primarily Persona-class and equivalents under the Aerospace Forces — provide the critical high-resolution, higher-revisit coverage.
Priority Countermeasures:
Space and cyber domain: Accelerate space situational awareness of Russian reconnaissance constellations and associated ground stations.
Operational force protection: Increase mobility, deception, and emission control at high-value sites. Expand use of decoys, rapid relocation of critical assets (aircraft, radars, C2), and hardened or dispersed infrastructure.
Intelligence and alliance measures: Fuse U.S., Ukrainian, and partner space-tracking data to provide real-time warning of Russian tasking over U.S. sites
Strategic messaging and escalation management: Communicate privately and publicly that sustained Russian targeting support will be treated as a direct contribution to attacks on U.S. forces with corresponding response options

Russian Intelligence Enabling Iranian Attacks on CIA and DoW Facilities
We judge with high confidence that Russia is actively supplying Iran with satellite-derived location data and imagery of U.S. military bases, naval/air assets, and select CIA facilities across the Middle East and Indian Ocean.
This assessment is based on a consistent pattern since March 2026: Russian reconnaissance satellites image high-value sites → products are transferred to Tehran → Iranian ballistic missile and one-way attack drone strikes follow, often with improved precision and post-strike battle damage assessment.
Sites covered include Al Udeid, Prince Sultan/King Khalid Military City, Fifth Fleet HQ in Bahrain, Camp Arifjan, Jordan bases (Muwaffaq Salti/Tower 22), Incirlik, Al Dhafra, Diego Garcia, plus ships and aircraft.
This is the clearest operational Russia–Iran linkage observed in the current conflict and elevates the threat to U.S. forces and CIA facilities.

We do not assess Saudi Arabia will launch an imminent ground offensive into Houthi-held Yemen. Previous ground offensives got bogged down and were costly.
The 24–25 July coalition airstrikes on Hodeidah military targets (and follow-on strikes in Marib/al-Jawf) are the most significant kinetic exchange since the 2022 truce.
These are calibrated, limited-objective operations — not the opening phase of a campaign to retake Sanaa.
