@WDollarson @BostonBrandi100 You don't have to be sworn police to over see sworn police. Mass leaves it up to the dept to decide and declare structure. A rookie can climb up and may have to switch sword to civilian to go higher up and be a weak chief / rank

@WDollarson @BostonBrandi100 That is exactly what happened. It's not the person it's how the job is defined and funded. A dept picks the type sworn / non sworn positions. So capt and above may be civilians. Doing admin things and lt s below do police things. If a lt takes a capt promo they give up police.

@BostonBrandi100 A weak chief just does administrative scheduling payroll and such. Most cities have weak chiefs as political appointees.

@BostonBrandi100 Massachusetts has 2 types of police chiefs. A strong chief and a weak chief. A strong chief has been through a mass police academy at minimum and is sworn in same as a police officer. They muat meet all post and mptc training and yearly in service requirements.

@BostonBrandi100 Weak chiefs are administrative non sworn civilian employees. May not operate emergency lights and sirens responding to scenes. They may not stop cars or make arrests. A civilian is not subject to post or mptc and doesn't need to attend an academy.

While the majority are able to lead successful lives, there are othes unable to do so. It's for those this investigation is made.
