The state's Chief Electoral Officer wrote to the EC in Delhi, the Indian Express reports.
His complaint is that Delhi's centralised software, ECINet, won't let local officers use powers the law already gives them.

By law, the ERO decides who stays on the voter list.
But the app won't even give him a button to excuse an old man or a disabled voter from a hearing.
He can't settle a "logical discrepancy" on his own, even when the papers are right in front of him.

And meanwhile 21.1% of Maharashtra's electors vanished from the draft roll.

The law says one thing. Delhi's software says another. Guess which one wins.

Another day, another @IndianExpress break on the EC.

Sept 23. Our investigation breaks. The EC responds the same day: its platforms are protected against "unauthorized tampering", and EROs "function as per statutory powers."

What we didn't know was this.

The very next day, Maharashtra's Chief Electoral Officer (CEO) wrote to the EC in Delhi asking for FOUR changes to ECINet, so EROs could use the discretion the law already gives them.

The same concern Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had put on record.

Tamil Nadu has an astounding 36 government medical colleges, nearly one for every district, backed by 199 taluka hospitals and 2,336 primary health centres, with 9,330 rural health sub-centres under them. Tamil Nadu has near-universal immunisation and an infant mortality rate less than half of the Indian average. It is no surprise, then, that nearly forty percent of the health tourism India attracts is to Tamil Nadu alone, a state that is home to only 5.5 percent of the country’s population. Tamil Nadu has the highest doctor-to-population ratio in the country—at levels comparable to Norway and Sweden—but also the best spatial distribution of doctors.

Nearly every medical professional @sujajourno spoke to said this was a clear result of abolishing entrance exams, high rates of reservation—based on caste but also for those from government schools, rural areas, et cetera—and a consistent effort to start medical colleges in every district. These should be efforts that other states and the union government emulate, not attempt to constrict.

3) Appeals for 16 LAKH additional DELETIONS in Bengal made without the knowledge of at least two election commissioners. Who wanted these 16 lakh deletions ? And why?
4) WHY were emails written by EROs asking for verified voters to be put back on the list as in Goa IGNORED.
5) On what basis are 13 CRORE VOTERS across India facing possibility of deletion. On what basis was the “Logical Discrepancy” list introduced just before Bengal Assembly Polls ? @ECISVEEP: stop putting out meaningless press notes. Answer the above 👆🏼.

Something I wrote a few years ago

When I started out as a journalist with Times Now, I remember an air hostess had been killed by her boyfriend and he later committed suicide. My office wanted me to get her parents' reaction, and I said no.

But soon, work compulsions made me another kind of journalist. I would compulsively dig out details of crimes. Though my intention was always to get the culprit booked, the means to achieve that goal were questionable.

After around 6 years in Times Now, I covered a big case in Bangalore. A man with considerable influence was accused of raping his daughter. Though the police knew where he was, they could not arrest him. Many of us were following the story like crazy. As we dug out detail after detail about the case, there was also an element of competition amongst reporters on who will nail the guy with 'hard facts'.

Two prominent newspapers then got the child's medical record, I too did. It became the big headline.

I called the man's wife (the complainant) and told her that she can be relieved now as the medical report was out and there was no way her husband could escape.

Her reply is still etched in my brain.

She asked me."What use is it of, Dhanya? Why should the world know what exactly happened to her? And there is Google. Google will never allow my child to forget that her vagina and anus were injured."

And then it struck me. In our pursuit to make sure culprits are caught, we forget the victim, the survivor or their family.

Why should we know the sordid details of a crime? Why should we know who did exactly what?

Does the fact that a 7 year old was sexually assaulted and killed by a neighbour not outrage you? Why should you or I know HOW he assaulted her?

Yes, some cases get more highlighted than others. It depends on the place, time and the news cycle, unfortunately.

But let's not be vultures for details. All of us.

Election Commission is HIDING the details of the software used for SIR claiming it is a “trade secret” & “affects commercial confidence”.

Yesterday, the Indian Express revealed how the two Election Commissioners themselves had expressed concerns over the software being used by ECI for the SIR exercise.

The software consists of an opaque algorithm which has been used to delete voters through a centralized system in Delhi (bypassing EROs).

I’d asked the ECI about details of the software, who designed it, & who was given the tender.

SHOCKINGLY, ECI has refused to disclose the details claiming it would “affect commercial confidence”.

A software used by a public authority is being kept secret for “commercial interests”. Therefore, WHICH COMPANY’s COMMERCIAL INTEREST IS BEING PROTECTED?

ECI/BJP IT head Seema Khanna & Chief Election Chor Gyanesh Kumar clearly hired a private company to design the SIR software used for deleting voters. And now, ECI is not only hiding the name of the company but also the details of this mysterious software.
