Voting Rights Under ARTICLE 28A.4 of the Constitution of Ireland; Constitutional Provision: ARTICLE 28A.4 of the Constitution of Ireland provides that "Every citizen who has the right to vote at an election for members of Dáil Éireann and such other persons as may be determined by law shall have the right to vote at an election for members of such of the local authorities referred to in section 2 of this Article as shall be determined by law."
9th Amendment of the Constitution (1984):

Immigration and Asylum Process: Asylum seekers must complete the process as outlined in Sections 13, 15, 27, 39, 42, 47, and 54 of the International Protection Act 2015.
Grant of Refugee Status: Asylum seekers must fulfill Sections 8, 9, 11, 12, 13, 16, and 17 of the Refugee Act 1996 to be granted refugee status.
Path to Citizenship: To vote, a refugee must become a citizen. This involves residing in Ireland legally for at least 5 out of the previous 9 years, including 1 year of continuous residence immediately before applying for citizenship. They must submit an application for naturalization to the Irish Naturalisation and Immigration Service (INIS) with proof of identity, residence, and good character, along with the necessary fee. Upon approval by the Minister for Justice, they are invited to a citizenship ceremony to make a declaration of fidelity to the nation and loyalty to the state, after which they receive a Certificate of Naturalisation, enabling them to apply for an Irish passport.
Relevant legislation includes the Irish Nationality and Citizenship Act 1956 (as amended), the Refugee Act 1996, and the International Protection Act 2015.
There are substantial requirements to vote in local elections that our government has failed to adhere to when it comes to asylum seekers & refugees.
