L’opération militaire américaine en cours contre le Venezuela est un basculement géopolitique majeur. Les Etats Unis se mettent volontairement et indiscutablement hors du droit international en violant la charte et l’esprit des Nations Unies. C’est un acte lourd de conséquences pour l’ordre international issu de la Seconde Guerre mondiale.

C’est la légitimation des changements de régime par la force. Aussi détestables soient les gouvernements renversés, les précédents montrent que les changements de régime ne mènent ni à la démocratie, ni à la paix, mais au chaos, à la guerre civile et à la dictature. Qu’on se réfère à la situation de l’Irak ou de la Libye.

C’est la légitimation des sphères d’influence impériales au nom du « corollaire Trump » de la doctrine Monroe formulé dans la stratégie nationale de défense de décembre 2025. L’objectif à peine voilé de la politique de la canonnière reste l’imposition d’un ordre idéologique conforme aux visions de Donald Trump dans toute l’Amérique Latine.

Dès lors que les Etats Unis s’affranchissent de la légalité, que dirons-nous à la Chine si elle renverse un régime qui lui déplait, en Corée, au Vietnam ou à plus forte raison à Taiwan ? Quels arguments aurons-nous à opposer à la Russie si elle renverse un gouvernement qui lui déplait en Moldavie, voire dans les Pays Baltes ?

La France et l’Europe doivent clairement réaffirmer avec les pays du Sud Global leur attachement aux principes du droit international, et d’abord la souveraineté des Etats et la sécurité collective, et défendre l’ordre juridique des Etats-nations contre la collision brutale des empires.
