I don’t think he was assaulting her. It looks like he was initially trying to help her, he then gets maced in the face, and gets disoriented, stumbles on her and still disoriented tries to get up (pulling her in the process - likely a confused attempt to help her up) . It’s hard to tell what happens after that in the scuffle.
