@matigary I know the practice is now rampant, but in your case can we say that the guy you hired is liable in the event of damages. So if they damage plumbing pipes as they do the work, they mayn't be able to pay for the damages, something that the guy you hired may be able to do.

@freemanchari Ideally it should be a relatively "normal" year. In Zim, perhaps a year without droughts, no disturbances like elections, etc. But then still tricky defining a "normal" year. To the extent that 2020 was affected by COVID it may not be the best candidate.
@freemanchari Another point worthy considering is that the basket of goods change over time. In 1950 the CPI basket perhaps did not have certain goods, e.g., internet, cellphones, etc. So certain goods are found in a 2026 basket but not in 1950 basket.
