What would solve the problem is biotech research "artificial wombs" that allow the production of humans. It would likely not be a single "womb" more a multistep process with human cells as input
The moment you have artificial wombs, you buy eggs and sperm, or make eggs and sperm from skin cells you bought. Make embryos, mature them to babies, put the babies in nurseries, pay people to care for them.
