Second, the census counts how many PERSONS are living in the US, not citizens. It's been that way since its inception as the challenge failed due to that wording. Goes back to the 3/5ths compromise.

There are people who're between documents ("overstayed" visas as they start naturalization) that have been screwed by the regime.
