I’ve gotten pretty lucky with the new characters I choose to pull (meta value). Save for Lohen basically. But he’s not even terrible, he does pretty well, all things considered.

Besides that, there’s really no aspect of “fairness” in naming your nation in honor of something. It’s a you or you don’t. It’s not any kind of agreement, and it’s unlikely that it would’ve been challenged. So?
