@HoxhaFer This isn’t reciprocity. A consulate in the Presheva Valley serves an Albanian-majority region. A Serbian consulate in Shkodër would serve a municipality where the 2023 census recorded just 56 Serbs. That’s not diplomatic balance, it’s manufactured symmetry.
