Anyone who drives a vehicle deliberately and at speed the wrong way along a motorway or dual carriageway should go to jail for a minimum of 20 years. Much longer if it causes death or injury. It’s no different to firing a gun at random in a busy public place. Scumbags who commit such crimes deserve the toughest punishment.

New HMRC data suggests the result may have been the opposite: Scotland collected about £22m less.
