Russian air defense systems in Venezuela were not connected to the country’s radar network during the U.S. operation, leaving airspace unprotected, The New York Times reports.
Caracas struggled to maintain the Russian systems and obtain spare parts. Moscow may have allowed degradation to avoid straining ties with Washington, the newspaper notes.
The NYT attributes the U.S. operation’s success largely to Venezuelan military incompetence: air defense systems were unlinked, possibly inoperable for years.
The Ukraine war may have limited Moscow’s ability to support and integrate systems supplied to Caracas, former CIA Venezuela station chief Rick de la Torre told the newspaper.
