This is a case of heart failure.

A third degree heart block causes fluid to bleed into the lungs. When the heart can't beat enough blood to the rest of the body, the lungs start to fail, causing pulmonary edema.

In SILENT HILL 2 (2001), James says the exact same thing when he finds the corpse in front of the TV in room #208.
