Mbarara Central Market must serve ordinary traders not private landlords operating behind a government facility.
An impromptu inspection yesterday reportedly found that wealthy individuals had taken over the entire fourth floor and were renting out stalls in a public market. This alleged abuse of public space is unacceptable and must be addressed immediately.
I have directed that every stall be registered and verified, with priority given to low-income traders. Within three days, spaces will be reallocated to eligible traders through a transparent and publicly accountable process. There must be no further manipulation, favoritism, or illegal subletting.
It is especially troubling that landlords are reportedly charging poor traders UGX 250,000 per month while remitting only UGX 30,000 to the city council. Such a disparity raises serious questions about revenue leakage and exploitation. Every shilling collected from a public market must be properly recorded, receipted, and accounted for.
We demand transparent stall allocation, complete registration of all traders, regular public disclosure of market revenues, and firm action against anyone exploiting traders or diverting public income.
