Through your forums, this was confirmed not just UK, but also other European countries as well as some Asian countries who connected to EU servers.

Also through your forums it was confirmed that people's connections were fine, however, connection to your EU servers would stop and be rerouted to your NA servers.

I can also confirm that my connection was fine as I'd be in a discord call with friends and that connection wouldn't drop when the game experienced a lag spike.

All of this points to the issue not being a local carrier problem.

It may not be the game, but there may be an issue with your EU servers/data centre.

@BlizzardCSEU_EN Can we get some confirmation that the current server lag on the EU side is being looked into and an ETA on a fix? There are loads of posts on the EU forums under Technical Support documenting this issue and what is going on. M+ and Raids are currently unplayable.
