A locking script =/= a smart contract.

It is a piece of code that contains a (tiny) subset of T&C's for an agreement.

If you're transferring a cash-like instrument (sats, USD, etc.), for the supply of goods/services, then there is also an invoice/PO/supply agreement/etc.
