HB 1666 required crypto exchanges to maintain assets that are "sufficient to fulfill all obligations to customers" as well as turning in statements to the Texas Department Of Banking regarding liabilities in the wake of the FTX bankruptcy.

The bill will encourage miners to utilize flared gas as an energy source, but there is caution from critics that using amounts of the flared gas would further fossil fuel-powered mining. This makes it important to find solutions to the cost of Bitcoin mining.
