The theory is generally it covers the “last mile” of the system aka what needs to exist at max capacity but is rarely used and would never be paid for under normal usage only bills

Central Grocery is finally reopening, more than 3 years after Hurricane Ida when its French Quarter building was destroyed. This entailed a complete and lengthy rebuild.

@nolamaven All of those things are true and work to further cement those already established, large and rich. If others can’t start or expand, they’re (the ideas or businesses) easier to gobble up and consolidate under the existing rich.
