The narrative I see people pushing lately saying "gamers will buy a game if it's great" is such an oversimplification that it's almost dishonest. Great games like this, HiFi Rush, Rollerdrome, etc. would not be in the situation they're in if that statement held true.

The amount of people who were surprised by this... Likely similar people who were so mad about the Ubisoft exec "get used to not owning your games" comment when they haven't owned PC games for decades... Shows why this change was needed/about to be forced.
Steam has now added a warning to customers that they are only buying a license for a game and don’t actually own it.
This is ahead of a new law that forbids digital storefronts selling games from using terms like “buy” unless they tell players that they’re only buying a license.
