"There very well may be better people to run Meta or to take over the Hilton empire than Paris Hilton. But it turns out that that doesn't happen because the tax treatment dissuades it from happening. And so I actually worry about the fact that capital isn't being allocated to its highest, most productive use because we have a tax system that systematically encourages that capital be held. And I think that's a real deep problem, not just from the perspective of revenue, but actually from a perspective of the efficiency of the tax system at large."
