This morning, the Board Chairman
Mr. Alinaffe Kalule together with the ED @were_wandera and members of Top Management held a meeting with the Minister of Finance, Planning and Economic Development @henrymusasizi1 The meeting focused on clarifying the Authority’s mandate, ongoing efforts to combat money laundering & terrorism financing as well as discussing preparations for the upcoming 2028 mutual evaluation.

In a presentation, Edward Amanyire, Manager Strategic Analysis at the @ThefiaU reported the findings of Uganda’s first National Money Laundering and Terrorist Financing (ML/TF) Risk Assessment on Virtual Assets and Virtual Asset Service Providers.
The presentation highlighted the rapid growth of Uganda’s virtual asset ecosystem and the increasing need for a coordinated approach to understanding, managing, and governing emerging risks.
According to the assessment, Uganda’s virtual asset adoption ranking improved from 100th globally in 2022 to 34th in 2024, with the country ranking 18th out of 155 countries for peer-to-peer exchange activity. The report further estimated approximately USD 564.2 million in virtual asset inflows and USD 545.5 million in outflows between July 2020 and June 2024.
A key message from the presentation was that a high-risk assessment is not a call to stop innovation, but a call to govern it.
Amanyire emphasized the need for Uganda to establish a clear regulatory framework for Virtual Asset Service Providers (VASPs), strengthen Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) controls, provide practical guidance to private sector players, and enhance public-private collaboration to manage risks while allowing responsible innovation to thrive.
The assessment noted that while virtual assets present opportunities for financial innovation, their rapid evolution also requires stronger oversight around areas such as consumer protection, customer due diligence, transaction monitoring, and prevention of financial crimes.
The findings provide an important foundation for stakeholders to better understand Uganda’s virtual asset landscape and support the development of a balanced approach that promotes innovation, protects consumers, and strengthens the integrity of the financial system.

One of the highlights of the Sector Forum on Crypto & Virtual Assets will be a presentation by the Financial Intelligence Authority (FIA) on the National Money Laundering and Terrorism Financing Risk Assessment on Virtual Assets and Virtual Asset Service Providers in Uganda.
The presentation will unpack the key findings of the national risk assessment, providing participants with valuable insights into Uganda’s virtual asset ecosystem, emerging market trends, and the money laundering and terrorism financing risks associated with virtual assets and virtual asset service providers.

This week, the Financial Intelligence Authority is conducting a 4-day AML/CFT/CPF Compliance and goAML System Training Workshop at Hotel Africana, Kampala, with support from @UNODCEastAfrica.
The training programme has been officially opened today by the Comissioner Compliance and Outreach, Mrs Esther Kagira. The event brings together Payment Services Providers in Uganda to strengthen their understanding of anti-money laundering, countering the financing of terrorism, and countering proliferation financing obligations, while also enhancing their practical capacity to use the goAML system for effective reporting.
Through continued capacity building, the FIA remains committed to improving compliance, strengthening the quality of financial intelligence, and supporting Uganda’s efforts to protect the financial system from abuse.
Today, the Financial Intelligence Authority is participating in the National Financial Inclusion Strategy meeting convened by the @BOU_Official at Four Points by Sheraton, where the Commissioner Finance and Administration, Mr Emmanuel Okurut has represented the Executive Director of FIA @were_wandera as Chief Guest.
Our Manager International Relations, Mr Bright Besigye has delivered a presentation highlighting FIA’s role in strengthening AML/CFT compliance, promoting risk-based approaches, and supporting a safer, more inclusive financial ecosystem.
The ED FIA @were_wandera in his remarks at the launch of the financial investigation training manual has highlighted that the tool is designed to enhance capacity of all stakeholders with the knowledge and skills needed to effectively tackle financial crimes. This training tool was developed in collaboration with @CID1_UG@ugwildlife@URAuganda@PoliceUg@IGGUganda@giz_gmbh@ODPPUGANDA @secFinAfrica and the European Union.
