When we started in October 2024, we inherited a budgeted deficit of R4.6 billion, a qualified audit, and R13 billion in assets under construction. The capital budget had been reduced from over R4 billion to R2.2 billion. Unauthorised, irregular, fruitless, and wasteful expenditure (UIFW) stood at over R13 billion and had not been investigated, and more than 1,000 forensic investigations had not been implemented. It was a mess.

Under our leadership, officials were arrested for transformer theft. We exposed officials who were illegally leasing municipal property for R30,000. There was widespread misconduct, and every department seemed to have its own syndicate.

The collapse of leadership in Tshwane gave people the freedom to run syndicates.
