Cadbury Dairy Milk (in the UK and many markets) has included vegetable fats (like palm and shea) alongside cocoa butter for years. UK/EU regulations allow up to 5% non-cocoa vegetable fats in chocolate if it meets minimum cocoa solids (20%) and other standards.

In America standards are much lower

- For milk chocolate specifically: Only 10% chocolate liquor, 12% milk solids, and 3.39% milk fat are required

Federal Context: Legislation has been introduced to criminalize the doxing of the law enforcement officers.

Consequences: Violations can result in criminal charges, including penalties for harassment or stalking. Doxing is generally considered illegal if the information is used to threaten, intimidate, or stalk someone, rather than just revealing public information."
